In Tokyo and surrounding areas, signs of electricity conservation are visible everywhere. Rolling blackouts are in effect, train services have been scaled back, stores and businesses are using fewer lights, advertising signs and escalators have been switched off, and even some pachinko parlors have cut their hours of operation. On Twitter, a community of graphic designers has sprung up to create posters encouraging people to save power. Awesome designs, although the third from the bottom seems somewhat contradictory. 'Open for business', followed by 'We will be closed due to the power blackout'. Is it just me?

We have a rolling system of planned blackouts. This sign means the business is normally open but not during the blackout hours. Because the blackout hours change each day (on a rotation basis), a simple sign with the new hours would need to be changed daily. In essence, the sign means "we're conserving energy but doing our work normally."
