Labor shortage may expand in Japan, but I seriously doubt it does in the field concerned; you don't need outstanding qualifications to be a receptionist, just to be able to communicate and be organized. And surely, with the recession they had, they must have a significant unemployment rate in Japan too. This just proves how hypocritical executives are, they don't mind wasting money in all sort of foolish enterprises but when it comes to people, they'd rather cut jobs than making a single concession.
